Long-time Pennsylvania foster parent charged with sex crimes

Pennsylvania neighbors said children "congregated" at the suspect's Coatesville home. That community member who seemed so "family oriented" was recently arrested and charged with multiple counts of child sexual abuse.

 

The 60-year-old suspect acted as a foster parent for more than 50 children, according to prosecutors. One of the girls placed in the foster parent's home said the man sexually assaulted her when she was nine. The inappropriate contact apparently took place in a public place as well as the man's residence.

 

The man's arrest in late May prompted a second female accuser to come forward. The reported victim said her foster parent abused her continually over two years, starting when she was seven.

 

Reports did not state the alleged victims present ages or the years when the reported sexual abuse occurred. Investigators fear many more foster children may have been molested. The suspect was a foster parent for decades.

 

The suspect worked as a Chester County prison guard until his employer learned of the arrest. Formal charges include child and child welfare endangerment, aggravated and indecent assault, corruption of minors and other offenses.

 

The defendant is now a prisoner in Montgomery County where he is being held on $500,000 cash bail.

 

It is unclear whether the foster parent was married or lived alone at the time the alleged child molestations occurred. Investigators would want to know whether foster family members suspected or took active or passive roles in the reported sexual wrongdoing.

 

A jury in a liability claim would decide whether the primary defendant shared blame for negligence with other parties, including a person who allowed but did not take part in abuse.

 

The responsibility for civil damages among multiple defendants is divided by percentages of negligence. A jury may order a principal defendant to pay a greater portion of damages than a secondary defendant whose inactions rather than actions caused harm.
